The Failure of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are fought: positive announcements are released from various governments. Significant resources is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from enemy soil, a capability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats flew past – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, probably delivered by partner states. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly transforms into sober acceptance: maybe the incoming missile won't cause damage this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a defensive team – almost certainly imported technology. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

With pauses, this carried on until dawn. Kyiv awoke to the early updates: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's vital need on external assistance – a reliance that neighboring countries are clearly incapable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, certainly, persist.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington operates on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is unfeasible to force Russia to relinquish the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does nothing to discourage Russia, through words or deeds, from assuming that the situation will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its advantage.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
