Per data released by Israel, no fewer than 98 Palestinian individuals have died during detention since October 2023. A human rights group operating from Israel has indicated that the true toll is almost certainly significantly larger, due to many of disappeared detainees from Gaza.

Study Results

A recent report tracked casualties attributed to brutality, medical neglect, and starvation. Researchers employed transparency petitions, medical examiner documents, and discussions with attorneys, human rights defenders, next of kin, and witnesses.

Official sources provided complete data limited to the first eight months of the hostilities. During this time, official figures reveal an unprecedented death toll among detained Palestinians, amounting to one death each 96 hours.

Updated Statistics

Official armed forces finalized data on deaths in detention for May 2024, and the prison service in September 2024. Analysts documented an additional 35 casualties in confinement following these dates and confirmed them with Israeli authorities.

Despite the overall count of casualties recorded being much greater than earlier projections, it likely fails to capture the entire scope of losses among Palestinians, as stated by the leader of the prisoners and detainees department.

“Although we are providing evidence for a greater figure of deaths than previously reported, this is not the entire story,” he stated. “We are confident that there are even now individuals who died in confinement that we have not identified.”

Non-Combatant Fatalities

Restricted Israeli data suggests that the largest portion of incarcerated Palestinians from Gaza who died in prison were ordinary citizens, per a related examination.

In May of this year, a military intelligence database following all militants in Gaza, a list of over 47,000 listed people, documented only 21 fatalities in custody. At that time, 65 Gazans from Gaza had died in detention.

Custodial Environment

Physical violence, mistreatment, and additional maltreatment of Palestinian individuals has become routine across Israel’s prison network throughout two years of hostilities. Senior officials have openly admitted minimal sustenance and an below-ground detention center holding Palestinians who are kept in darkness.

Current and former detainees and informants from the Israeli military have all alleged routine infractions of global standards.

Systemic Abuse

The institutionalised cruelty was accompanied by a disturbing rise in casualties registered across no fewer than 12 civilian and military facilities in Israel. Over ten years prior to the war, there were on average a couple casualties a year.

“This is not just an individual case here and there. It is institutional and it is expected to endure,” an official stated, partially due to the fact there is a culture of near total impunity for harming and abusing Palestinians.

Merely one incident of assaulting detainees has come to trial, with the service member handed a punishment to seven months. An effort to prosecute other suspects over a severe beating including assault led to political demonstrations and the apprehension of Israel’s chief legal officer, with the alleged perpetrators now requesting that charges against them are dropped.

Absence of Consequences

“Regardless of this large quantity of fatalities, throughout the conflict not one individual has faced arrest,” the representative stated. “There are no indictments over any death.

“While these measures remain in effect, every Palestinian in custody is at peril, even the physically well individuals, also the youth who have no health problems.”

Notable Incidents

Several casualties in custody have been publicly known, including a 50-year-old hospital director who died in detention after four months in custody.

An inmate incarcerated with the individual reported that he was led to the exercise area by prison staff immediately preceding his demise, visibly injured and naked from the lower body. His remains remains unreleased to Gaza.

Other prisoners who lost their lives in confinement by Israeli authorities are unidentified. The prison service and defense forces gave investigators with the figure of deaths in confinement, and minimal other details such as the location where they died, but not the prisoners’ names.

Documentation Problems

For 21 instances, primarily people from Gaza, analysts were unable to match the limited information provided by government bodies to a casualty documented by rights organisations, either through testimony from former inmates or accounts in the media.

The inmates’ next of kin could be unaware about their loved ones’ deaths as well, as Israel has made it difficult to monitor Palestinians it is confining. Over half a year at the start of the war, the armed services declined to provide basic information about the whereabouts of many of individuals confined in Gaza, effectively enacting a approach of forced disappearance, per the rights monitoring body.
